Utility Services

To establish new service please complete and submit a Utility Application along with applicable forms, deposits and activation fees to the City of El Mirage Customer Service Division at 14406 N Alto St., El Mirage, AZ 85335.

The following information is REQUIRED on your application

  1. Requested date of connection
  2. Applicant and co-applicant information
  3. Social Security #, Date of Birth, Phone #
  4. Copy of your valid Federal or State issued identification (Driver's License)
  5. (Tenant) A copy of your rental/lease contract
  6. (Owner) A copy of your closing documentation

Deposits and Activation Fees REQUIRED with application



Residential - Owner
$30.00 Application Fee, $200.00 Refundable Deposit = Total of $230.00
Residential - Tenant
$30.00 Application Fee, $250.00 Refundable Deposit = Total of $280.00
Commercial
$50.00 Application Fee, $300.00 Refundable Deposit = Total of $350.00
Construction Meters
$50.00 Application Fee, $2,500.00 Refundable Deposit = Total of $2,550.00

Deposit and Application Fees are due prior to starting service. Deposits will be applied toward the final bill and the applicable refund will be mailed out after termination of service. It takes 6 to 8 weeks from your final date to receive refund checks.  Please allow two (2) business days (excluding holidays) from the application date after all applicable forms have been received in our office for service to be activated.

Note: Only completed applications with all required documentation will be accepted.

Service Transfers


If for any reason a customer needs to transfer an account, a Termination Application must be completed for the property you are vacating and a Utility Application must be completed for the new service location.

Service Termination

There is no fee to terminate service. To terminate service, download the Service Termination Application, fill it out return it to the Customer Service Division by mail or in person with a copy of your photo identification. We will need the property address, a forwarding address, a phone number, and an account holder name. Please give us at least one business day’s notice (Monday through Friday, excluding holidays) to close your account. Call us at 623-933-1228 to schedule disconnection of service. Be ready to provide us with your forwarding address for the final bill. Customers remain responsible for all water used until we receive their request for termination. Applicable refunds will be mailed out two weeks after the final bill is generated.
