Council Meetings - Types

The City Council meets the first and third Tuesday of each month. The City Council does not hold a meeting on the third Tuesday of November and December.  All City Council meetings begin at 6:00 PM (unless otherwise noted) and are held in the City Council Chambers, 10000 N. El Mirage Road, El Mirage, Arizona (unless otherwise noted).

Accommodations for Individuals with Disabilities. Alternative format materials, sign language interpretation, assisting listening devices or interpretation in languages other than English are available upon 72 hours advance notice through the Office of the City Clerk, 10000 N. To the extent possible, additional reasonable accommodations will be made available within the time constraints of the request.

Types of Meetings
Regular Meetings - At Regular Council meetings, the Mayor and Council adopt Ordinances, which become the laws of the City of El Mirage. Resolutions are also adopted at Regular Council meetings which express the policy of the City or direct administrative action. The Mayor and Council also award contracts at Regular Council meetings. The public is allowed to address the Council regarding both agenda and non-agenda items.

Special Meetings – a Special Meeting is a meeting that is called outside the adopted meeting schedule. These Special Meetings are typically called to address single agenda items that cannot wait until the next regularly scheduled meeting. There is usually no public input allowed at a Special Meeting.

Executive Session
- is a closed meeting called by the Council for the purpose of considering certain matters including legal, real estate, and personnel matters pursuant to A.R.S. §38-431.03. No formal action can be taken in an Executive Session and formal authority to hold an Executive Session can be taken at either a Regular or a Special Council meeting. Minutes are still required but are sealed and not available to the public.

Work Study Session - is a meeting held for informal in-depth informational purposes, including presentations. There is no formal action taken at a Work Study Session though staff may receive direction from the Mayor and Council on how to proceed. There is usually no public input allowed at a Work Study Session.

Public Hearing - is a meeting held to receive citizen input on a specific item and may be required by Federal and/or State agencies and can be conducted during a Regular or Special Council meeting.
